WASHINGTON, Jan. 20.

Mr. R. Lansing, Secretary of State, has reported to the Senate that the United States now holds the world's economic leadership. The European war broke out without the United States realising that it was coming. It was necessary to reorganise the State Department with a view to providing it with fuller sources of information, and prevent, such ignorance in the future.
