PARIS, Dec. 6. < The Allies have consented to J modify the protocol to the Versailles ( Treaty in the direction of submitting to The Hague whether the tonnage demanded in substitution of the ships lost at'Scapa Flow will cripple Germany. He added that there ] were divergences regarding the , treaty, but there were no two opin- j. ions in the United States regarding . Germany's obligation and the affec- 1 tion binding the Allies, notably, to ' j France. Any attempt on the part , of Germany to escape her obliga-1; tions would accentuate the strong , anti-German sentiment existing in the United States.
