ARRESTED AT KIEL.

GERMAN NAVAL OFFICERS. ARRIVAL AT DOVER. Australian and N.Z. Cable Association. (Reed. 12.30 a.m.) LONDON. Dec. 1. There is much speculation why British destroyers escorted to Dover two tugs from Kiel with German naval officers aboard. The officers were strongly guarded on arrival at Dover. The Admiralty denies that the officers are submarine commanders brought for trial. Another suggestion is that they were trying to make a dash to America.
