The Supreme Council has adopted Marshal Foch's resolution calling upon Germany to suppress military organisations formed contrary to the terms of the Versailles Treaty. TRUCULENT ATTITUDE. SCAPA FLOW CONDITIONS. ACCEPTANCE REFUSED. A. ami N.Z. PARIS. Dec 3. Germany has refused to sign the protocol annexed to the Versailles Treaty, which stipulates certain compensations for the sinking of the German fleet at Scapa Flow, and which empowers France at any time to make a military advance into Germany for the enforcement of the conditions of the treaty. It is stated that the German Government has offered to sign the protocol if the Scapa Flow conditions are eliminated. Pan-German newspapers applaud the Government for refusing to sign the protocol. A semi-official journal declares that the Government will not yield. PURPOSE BEHIND DELAY. FEARS OF REACTION. Router. BERLIN. Deo. 3. According to the newspaper Freiheit, the rea,l reason for the withdrawal of the German delegates from Paris was not the question of the retention of German naval prisoners, but a desire to postpone the enforcement of the Versailles Treaty, the Government fearing -a reactionary outburst when the Allies present the lists of those accused of war crimes.
