ARREST OF A CONSUL. RELEASE REFUSED. A. and N.Z. MEXICO CITY. Nov. 27. In a Note to the United States with reference to Mr. Jenkins, American Consul at Pueblo, who was ransomed from bandits for £30,000 and was subsequently arrested by the Mexican police, the Mexican Government says that there is no legal foundation or principle of international law in the United States' demand for his release.
