LONDON, Oct. 19.

General Mangin has been sent to the Baltic province to superintend the evacuation of von der Goltz's troops.

According to advices from Berlin, the Lokal Anzeiger states that Genera! Bermondt threatened to arrest the British Mission at Mitau if the bombardment of the Riga suburbs of Dunamunde and Bolderas did not cease. The West Russian Army evacuated both suburbs, but are entrenched in the outskirts.
