NEW YORK, Oct. 18.

The Vienna correspondent of the New York Times states that it is reported in financial circles that the negotiations of an American banking syndicate for a large loan to Austria are nearlv finished. The Austrian Government and leaders of the political parties, according to the terms of the loan, must give up plans for the nationalisation of industries and must furnish guarantees for the maintenance of order and the equality of races and religions.
