CONSTITUTION OF EMPIRE.
QUESTIONS FOR CONFERENCE
Reference to the proposed Imperial Conference to discuss the constitutional relations of Britain and the Dominions was made in the Legislative Council last ■week. Sir John Sinclair asked whether, before any appointments are made of representatives to attend the conference an opportunity will be given to both Houses of Parliament to consider the question* involved. Sir Francis Bell replied that, in tua present opinion of the Government, preliminary debates in the several Parliaments of the Empire upon the subject would tend to hamper rather than to promote the objects that should be held m view by those participating in such a conference. The Government believed that the several Parliaments would be in a better position to discuss the great questions involved, after those questions had been clearly defined and their difficulties considered by an Imperial Coafera«:«.
