Oct. 1^ A committee has been appointed to report on the subject of Federal devolution. The Speaker. of the Houi« of Commons will be chairman ind the members include 16 peers and 16 members of the House. Those appointed include Earl Brassey, Lord Denman, formerly GovernorGeneral of Australia, Ixird Emmott, an ex-Under-Secretry for the Colo-/ mes. Lord Harcourt, ex-Secretary of State for the Colonies, Lord Inchcape, the shipping magnate, and Sir Frederick Young, late Agent-General for South Australia. The special points of reference ara : — First, the need for reserving to the Imperial Parliament- consideration of foreign and Imperial affairs also masters affecting the United Kingdom as a whole. Secondly, the allocation of financial powers as between the Imperial and the subordinate Legislatures. Thirdly, the special needs and characteristics of the component parts of the United Kingdom wherein subordinate legislatures may bo established.
