Addison, President of the Local Government Board, addressing the Association for the Prevention of Tuberculosis, said Ministries of Health and Pensions were arranging for the establishment of 1000 training colonies linked with sanatoria, enabling patients to earn a living in healthy surroundings. This would entail enormous cost, but millions were now wasted because they lacked courage to properly grasp the problem. The consumptive must not be treated as a leper.
