Mr. Josephus Daniels, Secretary for the Navy, in a speech to-day, ■ said that if the United States did ' not enter the League of Nations she • would be compelled to build a navy greater than all the nations entering '■ the league. If she joined she might ! well reduce her fleet and start a ! wise policy of retrenchment, secure ■ in the belief that friendly conference i and sober second thought would pre- ! vent, the horrors of war being rc- ; peated.
