The voting in the Senate on the amendment in reference to Shantung' was : For the amendment 35, against the amendment 55. FIRST DECISIVE VOTE. DEFEAT OF AMENDMENT. A. and N.Z. WASHINGTON. Oct. 16. j The first decisive vote on the ratification of the treaty question was taken in the Senate to-day, when the amendment calling for the return of Shantung to China as a condition of ratification of the , treaty was defeated. j The debase on the Shantung ques- ' tion was resumed by Mr. F. B. Keliogg, who opposed amending the . treaty. It wa-s inconsistent for the J United States, he said, to presume to dictate in the Far East now after remaining silent while Germany and other nations were allowed without protest to seize territory there in years past. JAPANESE RATIFICATION. LIBERALITY TOWARDS CHINA. A. and N.Z. NEW YORK. Oct. 16. The. Japanese Ambassador to 'America, Baron Goto, in a speech to-day, said Japan would soon | ratify the treaty and ask Germany to hand over the documents appertaining to Shantung. She would then submit to China definite liberal i proposals regarding Shantung. This ! would be done within a few months. The Paris correspondent of the | N'ew York Times says it is reported I that Japan has notified the French \ and United States Governments of the date on which she is willing to return Shantung to China. The American Peace Delegation has received no notification from Japan.
