It was impossible to keep people seated at these contests so that with most of the gathering standing, in addition to the staff and police at the doors the overcrowding was more apparent than real. He understood that the association was arranging to prevent a recurrence. At political meetings every care was taken to prevent overcrowding, and the only way was for a queue to be formed outside by the police, and inside by the staff, which added considerably to the hiring expenses. It was decided to reply in accordance with this report. " "
