UNEXPENDED SURPLUSES. -ADVANTAGES OF LOCAL CONTROL. The remarks made in the House of Representatives on Wednesday by the Minister for Internal Affairs regarding the disposal of the money now in the hand's of patriotic societies was referred to yesterday by Mr. V. J. Lamer, acting-presi-dent and chairman of the Auckland Patriotic Association. He said that the Deople who subscribed the money had not found fault with the manner in which the funds had been administered. So far as the Auckland association was concerned, he thought he might safely say that its (Dolicy had given general satisfaction throughout the provinceOne advantage in favour of the patriotic associations' control of the expenditure, Mi. Larner said, consisted in the fact that they were not bound by rigid regulations such as were imposed upon Government departments. No two cases of applications for assistance from the funds were alike, and the associations were able to deal with each case on its merits. It would be time enough, he thought, to discuss the disposal of the remainder of the funds when the activities of the associations had ceased. At present they were in the zenith of these activities, and the purposes for which the funds were collected were being faithfully carried out.
