" CLEANING -UP" WEEK. NEED FOR EXTRA CARTS. RECOMMENDATION OF OFFICIALS The City Council met last evening th» Deputy Mayor, Mr. A. J. Entrican,' pre siding. There were also present: Mrs, E. H. Warnock. G. Dav;>.. pj v Bagna.ll. A. Hall Skeltorj, and M J Savage. Reports upon the recent "cleaning-up' l week were received from the actine-cit* engineer, Mr. J. Tyler, and the chief" sanitary inspector, Mr C. T. Hwnes. The former said the campaign was a complete success. He drew attention to the abnor mal amonnt of wiste material carted to the tip, and said this material should not be allowed to accnmnlate. Its »ariv i>. moval should be insisted upon, "even though residents would he required to have it carted away at their own expense. The sanitary inspector stated that the quantity of rubbish removed was not m his opinion considerable, averaging onl? about an extra rubbish receptacle full from each premises, including trade refuse. The only satisfactory method of dealing with the matter is for the dustcarts to remove all house refuse put, out. a refuse collection should be so organised as to deal with it. regularly, either with the usual service or by special cart. The most economical method appeared to be that adopted during " cleaning up - ' week. The Works Committee recommended that the city engineer make the best arrangements possible to deal with the matter. The recommendation »a» adopted. CONCESSIONS OH THE TEAKS.
BALANCE-SHEET AWAITED. The question of tramway privileges waj? again discussed. At the previous meeting Mr. F. W. H. Brinsden had asked that the Public Services Committee should consider the granting of passes to members of tie council. The committee recommended that the matter be deferred for consideration -until after the balance-sheet bad been received for the. first six months of the working of the cars as a municipal undertaking. This course was approved. With regard to a request from the Returned Soldiers' Association that free passes should be issued to disabled soldiers, a report was received from the general manager. Mr. J. J. Walklate. stating that in Wellington free passes were granted for six months to men who had lost a leg. In Christ-church no passes were issued, and in Dunedin none, but the matter there wag referred to the Patriots Association. The Public Services Committee therefore recommended deferring the question. Mr. Hall Stelton moved, and Mr. M. J. Savage seconded, that the amplication be granted. Mr. Heather mentioned that the Patriotic Association provided a. motor-car for the disabled men to take them to and from the military hospital and on cocntrv drives. Mr. Entrican sa-d the council had laid down a policy that it would wait to see if the trams would pay. and they should be careful what they did. Why' did notthe Government look after these men ? Mr. Hall Skelton : If they don't, ira should. The chairman of the Public Services Committee, Mr. Holdsworth. said the committee sympathised with the returned men, but until the council had some guide. as to how the undertaking was going to turn out, it could not afford to be generous. Since the council bought the services it had incurred an expense of £10,000 for extra wages to the men. £3000 to the officers, and £5000 per annum was the cost of 10 extra cars put on. Miss Melville said it would not hurt the Patriotic Association a bit to pay the disabled men's tram fares out of the mone\ subscribed by the public. Certain concessions in the form of weekly tickets, and permission to stand on the platform* of cars during rush hours were sought by th Local Bodies' Labourers' Union. On a report from the general manager the Public Services Committee recommended that t-n« requests could not be granted, and this was approved
HEW ELECTRICAL BY-LAW, A QUALIFIED INSPECTOR. The new by-law relating to the licensing of electrical workers came up for confirmation. The Public Services Committee reported having "been waited upon by a deputation comprising the Electrical Workers' Union, arid the Association of Electrical Contractors- The deputation had urged that council's inspectors should hold licenses; that an appeal board be constituted ; that the term of service be made five years instead of three: that endorsement of licenses h e not carried forward beyond the year of endorsement: and that in the even* erf amendment to bylaws or new by-laws being proposed th* union secretary be notified. The committee recommended that the bvlaw be given a trial in its existing form: that an undertaking be given that the inspector should be a man who should have all the craahfications necessary for a wireman s license, and to whom a license would he given : and that the union secretary be given the desired notification of new bylaws, etc. The recommendation was adopted. At a later stage the hv-kw was confirmed.
