SHANTUNG CONTROVERSY.
PROPOSALS BY JAPAN. CHINA AS A PARTNER. A. and N.Z. LONDON. Oct. 4. The Washington correspondent of the New York Times says that Bar on Goto in an interview, stated j that Japan would soon ratify the Versailles Treaty. When this was done she would ask Germany to hand over all documents concerning Shantung and Japan, and then submit to China a definite and liberal proposition for the settlement of German rights. He was confident thia would be done in a few months. Mr. Wilson had said that Japan a?, the Peace Conference proposed to return everything to China except a few economic rights. Japan even proposes lie take China as a partner in the enjoyment of these privileges. He {Baron Goto) had reason to believe that a plan for the cooperation of China and Japan in the operation of former German railways and mines in Shantung was already formulated, and % was decidedly favourable to China. Japan,intends to restore Kaiau-Chau to China -so promptly that it was impracticable -o set a date.
