AMERICAN PROPOSAL. A WORLD'S LABOUR LEAGUE. A. and N.Z. NEW YORK, Oct. 3The immediate creation of a league for industrial peace, with a supreme council similar to the League of Nations, to which all industrial disputes may be referred, has been proposed to Mr. Samuel Gompers, president of the American Federation of Labour, by the council of the federation. The plan proposes that all lock-outs and strikes shall cease. The Supreme Council has decided to grant Austriars and Germans facilities for attending the forthcoming International Labour Conference at Washington,
