INTERNATIONAL LOAN URGED. (Received 8.30 p.m.) ReuteT. BERLIN. Sept. 25. In the Gorman National Assembly Herr Erzeberger, Minister for Finance, announced that he was preparing measures for raising the German exchange rate. He urged the flotation of a large international loan with the help of America, in order to restore the general financial health of Europe.
