QUESTION OF PROTECTION. REGULATION INOPERATIVE. [by TELEGRAPH. — PRESS association] CHRISTCHURCH. Thursday. In regard to the competition from Chinese affecting returned soldiers who are assisted by the Repatriation Department, Mr. J. A. Frostick, district commissioner of the National Efficiency Board, states that recently correspondence passed between the head office of the board and the Government on the question of continuing the regulation for the protection of soldiers' businesses, and although the regulation had not yet been gazetted out, it is, for all practical purposes, dead so far as the National Efficiency Board is concerned. While nominally the National Efficiency Commissioners have control under the regulation, it has for some time been deemed to be inoperative.
