BIDDING FOR SILESIA.
GERMANY AND PRUSSIA. OFFER OF HOME RULE. A. and N.Z. LONDQN, Sept. 24. The Berlin correspondent of the Daily Chronicle states that a dispute has arisen between the German and Prussian Governments respecting Upper Silesia. Both display sinister haste to grant the'province Home Rule. The Prussian Government has already drafted a measure in much haste.
It is noteworthy that in view of the coming plebiscite, in Upper Silesia the Socialists of the province, oppose the Home Rule proposal as a reactionary device.
