RUMOUR . ALARMS T0K10. ; LEASE OF KAMCHATKA. Times. TOKIO, Sept. 23. The Japanese press is concerned with the rumour that America has leased the peninsula of Kamchatka, in the north-east of Asia, for the purpose of wireless installations. Whatever the truth of the report may be, the Government is strongly urged to assert Japan's position as the leading Eastern Power.
