QUARREL IN THE CABINET.
A. and N.Z. NEW YORK, Sept. 23. The Pekin correspondent of the New York Times states that a dis
pute has developed in the Chinese' Cabinet concerning confiscated enemy vessels. The Ministry for Communications has established a shipping company to operate the ! vessels, the profits going to the ; Ministry of the Navy to pay off debts I and to carry on repairs to warships. ■ The Ministry for Communications! recently chartered the vessels of another company without informing the Minister of the Navy, who tendered his resignation.
