Lord Haldane, in a speech at Manchester, foreshadowed the end of party government and the rise of the group system. He considered an early dissolution improbable, but if a dissolution occurred it was likely that the Coalition Government would be succeeded by a Government under the leadership of great skill and commanding purpose, not dependent on party. Lord Haldane also urged the recasting of the Cabinet system and the substitution of a well-organised body larger than the present War Cabinet. He suggested a complete recasting of the larger Departments of State.
