SOVIET PEACE OVERTURES.

OFFER FROM PETROGRAD. ALLIES MAKE OWN TERMS. BALTIC STATES' ATTITUDE. By Telegraph— Press Association—Conyrisht. (Received 5.5 p.m.) A. and N.Z. LONDON. Sept. 20. The Soviet Government at Petrograd has made overtures to the Allies for peace on the Allies' terms. A telegram from Copenhagen, dated Thursday, states that Neirowich, the Lettish Foreign Minister, states that Lettonia, Esthonia, and Lithuania will not make separate peace arrangements with the Bolsheviks. The latter must conclude peace with, all border nations, including Finland and Poland. The . negotiations between the Esthonians, Lattvian, Lithuanian, and Russian Soviet Governments terminated without a decision being arrived at. The Premiers of Esthonia, Lattvia, and Lithuania, will meet shortly to discuss certain Soviet proposals. WITHDRAWAL FROM RUSSIA DISCREPANCY EXPLAINED. Australian and N.Z. Cable Association. (Reed. 5.5 p.m.) LONDON. Sept. 20. The Exchange Telegraph Company's correspondent at Paris states that the latest explanation of the discrepancy between the British and allied statesmen regarding the withdrawal from Russia, is that at the close of Monday's sitting of the Supreme Council, after discussing the Roumanian and other questions, Mr. Lloyd George turned to his colleagues with the remark: "What about Russia? I think you will agree with me we have had enough of this Russian expedition. I think it would be better to let the Russians alone to look after their own affairs." As no dissent was expressed he concluded that his colleagues agreed, and the British announcement followed.
