AGREEMENT WITH FRANCE. BRITAIN TO WITHDRAW. NEGOTIATIONS WITH ARABS By Telegraph— Association Copyright (Received 10 p.m.) A. and N.Z. LONDON, Sept. 17. Mr. Lloyd George and M. Clemenceau have agreed to a temporary arrangement in Syria whereby the British troops will withdraw to Lower Syria and Palestine, leaving the French in occupation of Upper Syria. The French Government will negotiate with the Emir Feisul,' son of the King of Hedjaz, concerning the territorial boundaries of Syria. FUTURE ARAB KINGDOM. FRONTIERS TO BE ADJUSTED. Router. PARIS. Sept. 16. The Temps says that Mr. Lloyd George and M. Clemenceau have agreed that British troops on November 1 shall evacuate all territories north of the provisional frontier between Syria and Palestine, and the Peace Conference later will adjust the frontier. The departure of the British troops , will not entail French occupation in Damascus, Hamah, Homs and Aleppo, which are in the zone considered as a possible Arab State or Confederation of States. Nevertheless the Arab power hero must henceforth depend upon Frenoh support. The French will relieve the British in Cilicia.
