GERMANY'S COMPLAINT. LONDON, September 2. The correspondent of The Times at Berlin states that the Allies' demand for the deletion within a. fortnight of Article 61 of the new German Constitution, providing for Austrian delegates to the Reichsta". has greatly concerned the press and politicians. Tt is painted out that the National Assembly will adjourn on September 30. The Taglische Rundschau states that the demand emphasises ~he arrogance of the < riiiqnrrrirs and the disgrace under which Germany is existing. The Allied Council, says the paper, treats the German Empire like a poodle! A stick is lipid out, and Germany is compelled to jump over it.
