THE OPTIMISTIC KAISER.

HOPES OF RESTORATION. United Service. LONDON. Sept. 14. The Amsterdam Telegraf states that the ex-Kaiser refused to permit his eldest grandson to accompany the ex-Crown Princess when the latter visited her husband in Holland. The incident is interpreted as indicating that the ex-Kaiser has not abandoned his hope of restoration of the monarchy, and that he believes at least one Wilhelm must remain in Germany.

The ex-Crown Princess and two of her sons are now on a visit to the ex-Kaiser and ex-Kaiserin at Amerongen.
