ECONOMIC CONCESSIONS.
INDEPENDENCE INALIENABLE WARNING TO PAN-GERMANS. By Telegraph Press Association— Copyright. (Received 1.30 a.m.) A. and N.Z. PARIS, Sept. 3. The final draft of the peace treaty presented to Austria contains no changes of the political, military, naval and air terms as presented on July 20, but slight economic concessions are made. The reparation section reaffirms the responsibility of Austria and her allies for war damage, but the Entente Powers recognise that Austria's ability to pay has been reduced by other provisions of the treaty. This will be taken into account by the inter-Allied Reparation Commission, which, without delay, will fix Austria's contributions until May, 1921, and, also, later will assess the amount of her full debt to be discharged within 30 years of that date. A new clause has been asserted affecting the proposed union of Austria with Germany. It says that Austria.'s independence is inalienable until the League of Nations consents to any union with another State. Austria must undertake to abstain from par- ; ticipating in the affairs of another nation.
