Mr. Matsuoka, de- ' | scribing the terms of the restitution, ! said that these would include pro- ' , vision for the territory to be opened ' I for international trade, the with- ; drawal of all Japanese troops and ', police, and the operation of the : Shantung railway by a joint Chinese- ' | Japanese corporation, with China participating in the management.
