MUNITIONS FOR A DECADE. I COLONEL WARD'S REPORT. By Telegraph— Association—Copyright. (Received 1.30 a.m.) A. and N.Z. LONDON, Sept. 4. Colonel John Ward, the Labour member of Parliament, who has just returned from Siberia, states that the Bolsheviks possess great resources. They command the richest manufacturing areas, while their enemies are obliged to rely upon agricultural areas. The Bolsheviks have practically an unlimited supply of munitions. Russia received on the eve of the revolution munitions for 16,000,000 troops. The Germans secured a very small portion of this. The Bolsheviks have enough munitions to wage war on the present scale for a decade.
