ROMANIA'S ATTITUDE.
NO REPLY TO ALLIES. RUPTURE MAY RESULT. A. and N.Z. LONDON, Aug. 31. The Paris correspondent of the Daily Telegraph states that as the Roumanian Government had not replied to the Supreme Council's Note, American circles favour a rupture of relations. The French delegation is averse to this.
