FRENCH CELEBRATIONS. Australian and N.Z. Cable Association. (Reed. 6 p.m.) PARIS. Aug. 31. The tercentenary of the birth of Jean Baptiste Colbert, the creator of the French marine, is being celebrated throughout the French fleet and at all French ports to-day. Jean Baptiste Colbert, born in 1619, was one of the greatest French statesmen of the reign of Louds XIV. While the king thought only of military exploits, Colbert devoted his energies to the establishment of a strong royal navy. He reconstructed the works and .arsenal of Toulon, founded the port and arsenal of Rochefort, and the naval schools of Rochefort, Dieppe and Saint Malo, and fortified, among other ports, Calais, Dunkirk, Brest and Havre.
