SITUATION IN MANCHURIA

KOLTCHAK ISSUES WARNING. Times. LONDON, Aug. 31. The Times correspondent at Tomsk, on the Siberian railway, states that the Chinese are steadily developing a pro-Bolshevik attitude as a result of " Red" propaganda. The Chinese commanders in Northern Manchuria are seriously encroaching on the railway zone, abandoning the secto. allotted them for protection by the inter-Allied Commission, and are employing six gunboats on the Amur. They are thus able from the Harbin railway to threaten the lj|»es of communication of the whole of Siberia. These and other incidents are helping to stimulate the hostility of the coolies towards all foreigners. Admiral Koltchak has resolutely protested against the presence of the gunboats, and unless the vessels are recalled, he proposes to take measures to protect Russian interests.
