POWER TO RAISE MONEY.

BILL BEFORE PARLIAMENT.

Th« Tanranga Harbour Board Empowering Bill, which the Hon. W. H. Henries is piloting through the House of Representatives is designed to give to the Tauranga Harbour Board power to borrow money up to a total of £120,000 at 6 per cent, per annum for the construction of harbour works and for the liquidation of existing debentures as they mature, or as the holders are willing to accept payment. The usual procedure for obtaining the consent of ratepayers before any such loan is raised is contained, and authority is given for the striking of a special rate to cover annual charges. An interesting proviso is 'the draft clause exempting Rotorua Town District and Rotorua County from the incidence of the special rate. The clause reads: "No rate shall be levied in the Rotorua Town District or Rotorua County until a railway shall be actually constructed acd opened for traffic connecting the town of Rotorua with the Main East Coast line eastward of Tauranga."
