THE MINISTRY.
The reconstruction of the Ministry announced to-day is clearly partial, and must be so regarded. Mr. Massey is facing an exceedingly difficult and delicate task, and the country can afford to wait its completion before passing final judgment. Meantime it may be noted that there are satisfactory features in the rearrangement so far as it has gone. The selection of Mr. Hine should* be generally acceptable. He has a reputation for straightforwardness, perseverance, and ability, combined with force of character, and it is not the least of his qualifications that he served with credit in the Expeditionary Force. The public will welcome the entry of a soldier to the Cabinet room, and will remember that Mr. Hine was instrumental in unearthing a political scandal in the face of ridicule and obstruction which would have disheartened a less persistent man. It is not so clear why Mr. Nosworthy has been selected, but Mr. Massey may be able later to explain and justify this appointment. The rearrangements within the Cabinet so far as announced are wholly to the good. We may expect more vigour and more commonsense in the control of the railways with Mr. Massey in charge, and we can be as confident of good financial administration under Sir James Allen as under any Minister who ever held the portfolio. On the whole Mr. Massey has taken a step in advance. Others, no less drastic, will be expected in the near future.
