REFUSAL TO GIVE EVIDENCE.

General Pershing refused to testify before the Congressional subcommittee which is holding an investigation in Paris into the subject of war expenditures. Mr. Bland, a member of the sub-committee, characterised the general's action -as one of indifference and contempt, characteristic of the attitude of the War Department towards the people's representatives during the war.
