Johnson, of California, . a member of the Senate, said, in ' the course of a speech, that the League of Nations was in reality a groat war trust, certain to cause future wars. It rivetted the chains of tyranny on millions of Chinese through the Shantung decision. Open covenants of peace were now a joke and a byword.
