The annua! report of the Governor of Papua expresses the opinion that Papua will never become a white man country, in the sense that they will settle and make homes there. An interesting feature in the development of the country is the extent to which the natives have gradually come to take a greater and more important part in such development, and have fitted themselves to discharge the duties in their new life. They are now supplying practically all the requisite labour.
