NEEDS OF THE NORTH.

HYDRO-ELECTRIC POWER.

EVIDENCE BEFORE COMMITTEE.

The Parliamentary Industries Committea continued its sittings on Thursday, when evidence as to the needs of rural districts and suggestions as to assistance for local industries was taken. Mr. T. A Jenkins, representing the) Rodney Chamber of Commerce, drew attention to the importance of securing supplies of basic slag for the forthcoming season. He desired the Government to urge upon the Imperial Government the necessity for Bending out (supplies as soon as possible. The urgent need for the development of hyi'do-electric power in the North Auckland district was also emphasised by witness. Mr. Parry had said it was the rural districts which needed electric power so greatly, and residents of the North wero afraid that with the needs of jther districts there might not bo sufficient power available for Northern requirements. They wanted any provincial scheme to be so carried out that it would link up with tha Government Dominion scheme outlined by Mr. Parry. The» farmirg, freezing and other industries urgently needed hydroelectric power for further development which would bring in an area, of great prosperity for the whole of the North. Members of the committee sympathised with the opinions expressed, the chairman stating that provision for the North had already keen made in Mr. Parry's scheme. Witness further urged the need for development of agricultural research work in New Zealand. Such industries should be maintained as would supply the Dominion's own needs, but apart from Uieso attention should be centred on the development of agricultural work. What was wanted was a chair of agriculture, either at Auckland or Wellington, for scientific research work, which would tend to foster and encourace the study of this most important subject.

Protection for Printers. Protection for the printing trade was advocated by.Mr, N. Moßohie, representing the Master Printers' Association. The present tariff of 3d per lb for foreign printed matter, lie contended, was altogether inadequate. In support of his contention that work just as good as that done abroad could be dona locally, witness submitted numerous samples of lithographic and' other work. The Australian scale of tariff was lQd per lb or 40 per cent, ad vs,ioreip for all foreign goods, and 8d per ib or 35 per cent, ad valorem for goods from within the Empire, and a similar increase was wanted here.

Replying to Mr. G. V. Pearce, witness said ,his association would certainly bo willing to submit the matter of regulation of prices to a Board of Trade. ;; Mr. W. F. Jones, who gave further evidence, stated that the present high standard of local work had been attained

only at great expense, and if adequate protection were not granted there was a' sear that the success of tho industry might be endangered though unfair overseas competition. A similar measure of protection ■was urged by Mr. R. L. Stewart, of Messrs. Brown and Stewart, in regard to manufactured stationery. tor many years the duty on imported stationery had been 25 per cent, ad valorem, with preference against foreign imports of 37$ per cent. He would suggest ail increase on the foreign article to 50 per cent., the duty on British goods to remain as it is. Serious competition from iinqland was not feared for some time to come.

The need for the imposition of a duty on imported saddle-trees, similar to that imposed on imported leather, 22i per cent., was urged by Mr. J. Edwards, who said that for 10 years past he had been manufacturing these goods in the face of. the great obstacle of free trade. The timbers of New Zealand were very suitable for the work, and there would ba a great increase in the trade if a protective tariff were granted. Tha Wine industry.

Thomas D. Smith, representing, .'the Wine Growers' Association, naked that the Government facilitate the manufacture and sale of New Zealand wines, and that the industry be removed from the sphere of prohibition. The industry had beon established and fostered by the Government 20 years ago, arid it was then the intention to make it a notional industry irrespective of thti prohibition question. At present the demand! exceeded supply. Tha industry would offer ■ ideal light employment for returned soldiers, and could readily be established on the Birdwood Estate recently purchased by the Government for l;he soldiers. The industry required less capital- than any other, and returns were quick. ..Laud that was no use for other purposes could bo utilised, and gum lands could be madu valuable as vineyards after the gum. had , I been taker., out. Witness suggested' that : the Government should impose legislation requiring that wine should bo kept' three years before being Bold. Under jjresenb conditions the demand was such tihafc it 1 was frequently sold sifter nine months. Evidence was also given by H. Bray and A. A. Corban as to methods of production and manufacture. *■>,•< « The Engineering Trade.

The need for State encouragement and assistance for the engineering induetiy was emphasised by Mr. J. S. Dawes, of tho Twigg Engineering Company. Though tho primary industries of New Zealand wero agricultural,, pastoral a.nd mining, said 21 r. Dawes, the development of the secondary industries was, also a matter of importance, particularly in the interests of the rising , generation. Witness's firm was at present inundated with applications from boys wishing to learn engineering. This industry, however, was severely handicapped by labour unrest and difficulty in raising capital,, limited markets for manufactured products, inadequate protection against outside competition, find lack of co-opera-tion and efficient organisation in the trade itself. The.Government might grant assistance by arranging a conference at which the Government, the workers and employers were represented, to consider trada conditions, means by which tho industry might be assisted in the direction of solving labour and wages difficulties, and the question of financial aid from the Government toward establishing new industries and encouraging technical research from a practical viewpoint. Assistance might also be given by the Government arranging a tariff to give adequate protection to industries, by allowing bona-fide manufacturers to import, duty free, all raw materials, accessories and tools required, encouraging by transport facilities, cheap power and light, and by co-operation in 1 promoting salsa of locally-manufactured articles. •
