Zinovieff, the Governor of Petrograd, in a speech, said the Bolsheviks were willing to attend the Marmora Conference because any peace signed the Allies would not bo considered binding. It would serve to alleviate the food shortage, but would not prevent the, continued organisation of the Red Army or the spread of Bolshevism.
