RESULT OF GERMAN RULE.

A. and N.Z. MELBOURNE, March 4. v Considerable capital has been made by the statement of a Federal member of Parliament that German New Guinea natives were flogged with the consent of the Administration.

The Minister for" Defence replied tint flogging op to 20 lashes were permitted under strict official ' surveillance for the grossest offences. Under the German administration private persons were allowed to flog natives for the most trivial offences, and the natives were so long used to this form of punishment that the British authorities decided it was necessary to retain corporal punishment in a modified form as a deterrent to crime.
