CRIMES OF WAR PERIOD.
REPORT OF COMMISSION. A. and N.Z. NEW YORK, Mar. 3. The Paris correspondent of the New York Sun states that the War Responsibility Committee of the Peace Congress will shortly submit a report containing hundreds of the names of the guilty. It will be impossible, however, to visit direct punishment on the Kaiser, Hindenburg, or Ludendorff, but a number of military governors and others will be apprehended and tried before an international tribunal.
