DEMAND FOR WAR COSTS. (Received l.<o am.) Times. PARIS, Msr. 3. A French national congress, representing nearly ,000,000 workers and employers, unanimously resolved that Germany must, fully indemnify France, as the Germans if, successful would have compelled France to pay their war costs.
