GERMAN REFORM MEASURES
LITTLE DEMOCRATISATION. KAISER'S POWER UNCURBED. (Received 7-45 p.m.) Renter. LONDON, Oct. SO. In the House of Commons, in reply to a question, Lord Robert Cecil stated that there was no evidence that the power of the German Bmidesrat has been in any way modified. Secretaries, of State were appointed by the Kaiser. They were presumably liable to dismissal by the Emperor. Therefore, presumably, the so-called German War Cabinet did not correspond constitutionally to the allied War Cabinets.
