The Kreuz Zeitung says that the war cannot be ended by a settlement of territorial difficulties, but if England assures the freedom of the .seas by reducing the navy, dismantling Gibraltar, Malta, Aden. Singapore, and internationalising these harbours, Germany would not need the Flanders coast, and would surrender Belgium. Germany's colonies must be restored, and guarantees must be given for the future development of Germany's world political position against British obstruction. The declaration is regarded as a development, of the peace offensive.
