INCLUSION OF AMERICA.
NAVAL MINISTER'S PLAN. (Received 7.30 p.m.) Times. TOKIO, May 14. Vice-Admiral Kato r the Minister for Marine, in a speech, urged the inclusion of America in the Anglo-Japanese treaty, thereby uniting the strongest naval Powers. He considered the time had not arrived to intervene in Siberia.
