TEN PROVINCES IN TURMOIL BUFFERINGS OF THE PEOPLE. (Received 1.36 a.m.) Time*. PEKJN, May 12. Tho prolonged civil war, of which there is no prospect of an early termination, is imposing; on the. people throughout the country indescribable hardships. Meantime 10 provinces are infested with bngandn. Bands varying in strength from hundreds to thousands are pillaging, murdering, kidnapping, and seizing trains. The local authorities are inert and helpless. The Government is con (inuously ignoring popular petitions and the existence of the war, for which the personal animos ties a«d ambitions of the leaders are mauls ■f.-sponsible.
