DUTCH SHIPPING SEIZURE.

AMERICAN EXPLANATION. A. and N.Z. WASHINGTON. April 14. Replying to the Dutch Government's expression of disapproval of the seizure of Dutch shipping in American ports, Mr. Robert Laising, Secretary of State, said that the shortage of shipping threatened to postpone, at a frightful cost, tho ultimate victory of democracy over militarism. The great emergency justified the temporary seizure, which left available to the Netherlands the greater part of their merchant tonnage. Friendly relations between the two Governments have not been changed by the seizure.
