AN INSPECTOR SUPERSEDED. [IIT telegram.— association.) WELLINGTON. Wednesday. The North Island Railway Appeal Board sat to-day. William Francis Osborne, inspector of the permanent way, Papakura, appealed against promotions over his head. Tho chief engineer admitted that appellant was an excellent inspector, but asserted that tho men who superseded him were superior. Ho admitted that Osborne's case was on tho border line, and said that ho was nearly equal, but not quite, to the other inspectors mentioned as superseding him. The case was adjourned to Auckland to permit evidence for appellant to be taken there, ,
