SPANISH CABINET RESIGNS
CRISIS OVER ROYAL DECREE INCREASES IN THE ARMY. A. aad N.Z. LONDON. Mar. 10, Tho Madrid correspondent of the Daily Telegraph says that the Council of Ministers approved a Roval decree authorising the expenditure of £8,000,000 for increased officers' pay and a large increase in the army, including' ono artillery and two infantry divisions, also tho strengthening of the naval bases against invasion. Tho public is astounded, believing that the decreo is unconstitutional. There has been nothing similar in Spain.'s political history. The decreo is regarded as a heavy blow to democracy. Senor Gimeno, Minister fir the Navy, representing tho Romanones section, resigned in protest, precipitating a Cabinet crisis. The Cabinet resigned, and the King accepted the resignation of tho Premier, Marquis Alhucemas.
