Tho public is astounded, believing that the decreo is unconstitutional. There has been nothing similar in Spain.'s political history. The decreo is regarded as a heavy blow to democracy. Senor Gimeno, Minister fir the Navy, representing tho Romanones section, resigned in protest, precipitating a Cabinet crisis. The Cabinet resigned, and the King accepted the resignation of tho Premier, Marquis Alhucemas.
